David oversees Exeltech's engineering services to state and local governments, public ports, transit agencies, and their consultant teams. He has 30 years of project management experience including QA/QC, planning, engineering, and construction of transportation projects ranging from fully directional interchange retrofits to rural roadway widenings and culvert replacement.
