Bowman today announced it has entered into a definitive purchase agreement to acquire Exeltech Consulting, Inc. (“Exeltech”) based in Lacey, Washington. Exeltech specializes in bridge design, transportation planning, environmental compliance, civil engineering, landscape architecture, permitting and construction management for owners and operators of transportation infrastructure, transit facilities, ports and harbors, waterfront developments, building structures, and storm drainage and utility systems. Led by Santosh Kuruvilla, PE, SE, PMP, Exeltech serves clients throughout the Pacific Northwest from offices in Washington, Oregon, and Montana.

“Exeltech complements Bowman from both a services and geographic footprint perspective,” said Gary Bowman, chairman and CEO of Bowman. “The structural bridge design and transportation infrastructure experience of the Exeltech team expands the capacity and reach of our rapidly growing national transportation and ports and harbors practices. Their location directly complements our recent FCS acquisition and strengthens our presence in the Pacific Northwest.  Given that we’ve already begun collaborating with Exeltech on projects, I expect a meaningful amount of revenue and utilization synergies from this combination.”

Exeltech’s structural engineering team brings extensive expertise in the design, inspection, assessment, repair, retrofit, replacement, load rating and construction of a wide range of structures. Their knowledge spans local, state and federal requirements for roadway and pedestrian bridges, grade separations, tunnels, culverts, retaining walls, fixed and floating structures, as well as marinas, piers, wharves, breakwaters, docks and both new and historic buildings. Exeltech’s civil engineering team supports a wide range of projects including roadways, roundabouts, pedestrian and bicycle enhancements, parking, parks and trails, airports, marine facilities, railroads, fish passage improvements, culvert replacements and general use site development. (Olympia, May 1, 2023) Dr. Allyson Brooks, Washington State Historic Preservation Officer (SHPO) has announced the 2023 award recipients for Outstanding Achievements in Historic Preservation. Each year, the Washington SHPO recognizes people, projects, and organizations throughout the state that have achieved distinction in the field of historic preservation.

Washington State Parks, the Washington Trust for Historic Preservation and Exeltech Consulting are honored for the Beverly Bridge rehabilitation, a project that embodies the power of community partnerships at their finest. The former railroad bridge was constructed in 1909 to connect Milwaukee Road’s transcontinental route from Chicago to Puget Sound, traversing one of the most challenging crossings of the Columbia River. This feat of engineering fell into disrepair after the bankrupt railroad company abandoned the line in 1980. Damage from a 2014 wildfire landed the bridge on the Washington Trust’s most endangered places list in 2017. Through advocacy and support from organizations invested in this region’s historic preservation, recreation, and revitalization, the Beverly Bridge was repurposed as a trail for hikers, cyclists, and equestrians. Advocates for the project include the John Wayne Pioneer Wagons and Riders, Friends of the Kittitas Depot, City of Kittitas, Kittitas County Public Utility District, Palouse to Cascades Trail Coalition, Cascade Rail Foundation, and Rails to Trails Conservancy. The cost-effective rehabilitation plan preserved the grand appearance of the historic structure with minimal site disturbance resulting in a critical investment in Washington State tourism that will continue to enrich the lives of Washingtonians.

Exeltech is excited to welcome Douglas Kirkpatrick, PE, as a Senior Project Manager in the firm’s Engineering Services/Bridges - Structures group in Beaverton, Oregon. Douglas will focus on bridge and transportation projects in Oregon and provide project management, owner’s representative, and engineering services to Exeltech’s public agency clients. Douglas brings 30 years of bridge design experience as a team leader and engineer on high-profile public infrastructure projects in the western United States, including the Oregon Transportation Initiative Act III (OTIA III) Statewide Bridge Delivery Program to repair and/or replace 365 bridges; the I-15 Design-Build project, a $1.59 billion highway contract that reconstructed 16 miles of Interstate 15 through the Salt Lake City metropolitan area in time for the 2002 Winter Olympics; and numerous Oregon Department of Transportation and local agency bridge projects throughout the I-5 and I-205 corridors.

Earlier in his career, Douglas was on the engineering design team that conducted initial seismic vulnerability assessments of City of Seattle bridges during Phase 2 of the Bridge Seismic Retrofit Program, including the Ballard, University, and Fremont Bridges. Coming full circle, Douglas provides valuable insight to Exeltech’s engineering team as retrofit design of vulnerable bridges in Oregon and Washington continues.

This Throwback Thursday we revisit the Beverly Bridge Predesign Study. Commissioned by the Washington Trust for Historic Preservation, Exeltech evaluated the feasibility—and developed a strategy—to rehabilitate the historic railroad bridge for use as non-motorized trail. The resulting Predesign Report was submitted to the Washington State Office of Financial Management for use in creation of the Governor’s 2019-21 biennium budget, which recommended funding for the subsequent rail-to-trail conversion project.

The AGC SIR Award is the highest honor attainable within AGC. The SIR award recipient exemplifies the values of Skill, Integrity, and Responsibility.

This Throwback Thursday, ahead of Saturday’s planned NASA Artemis I rocket launch, we travel back in time to the summer of 2011, when Exeltech structural engineers returned to historic Hangar 1 at NASA’s Ames Research Center at Moffet Field to complete a Structural Analysis Report to update the Structural Analysis & Gravity, Seismic, and Wind Vulnerability Study we prepared in 2008. Hangar 1 is one of the world's largest freestanding structures, covering 8 acres near Mountain View, California. Constructed in 1932 to support US Naval airship operations in the west coast, Hangar 1 was designed and constructed to house the USS Macon airship that was also constructed in 1932.
