Pedestrian and Bremerton Transit Center (BTC) Access Improvements

As the prime consultant, Exeltech provided structural and civil design, NEPA environmental analysis/ documentation, and construction support services for this multi-modal project to improve pedestrian, bicycle, transit, and vehicular circulation and safety in the downtown core and Bremerton Transportation Center. Project components included:

  • Project management, planning, development of alternatives and cost estimates, environmental permitting, and engineering design services for capital improvements totaling over $70 million to develop and revitalize the downtown waterfront.

  • Shoreline protection modifications to seawalls and riprap for new CSO line

  • Concrete floating breakwater structure

  • A new 970-foot cut-and-cover tunnel for vehicles exiting the ferry terminal, which incorporated anti-terrorism/force protection (ATFP) standards and blast design

  • New roadway, roadway widening, and streetscape design

  • Improved pedestrian and bicycle circulation and safety

  • Significant utility and storm drainage design and coordination

  • Seismic upgrades

  • Right-of-way coordination

  • Incorporating low-impact park and green-space design

  • Maintaining pedestrian, bike, and auto traffic in a dense urban setting

  • Coordination of construction phasing for roadway lid structure, adjacent waterfront park, and seawall modification, and CSO projects

  • Coordination with multiple public agencies and public and private stakeholders, including WSDOT, Washington State Ferries, FHWA, NAVFAC NW, and Kitsap Transit, and facilitation of an extensive public outreach plan.
